Samuel Carter For Oakland, we are committed to improving the quality of life for all residents. Our goal focuses on community development, education, and public safety initiatives that foster a stronger, more resilient Oakland. We believe in empowering neighborhoods and supporting families to build a brighter future.
Every major initiative should have a clear goal, a responsible leader, a realistic budget, a deadline, and a public measure of success.

Reduce violent crime, improve emergency response, support first responders, invest in prevention, and rebuild public trust.

Prevent homelessness, expand pathways to stable housing, coordinate services, and connect public spending to measurable outcomes.

Expand literacy, mentoring, athletics, after-school programs, summer jobs, apprenticeships, and career pathways.

Streamline permits, strengthen commercial corridors, support entrepreneurs, attract investment, and create local employment.

Address potholes, dumping, broken streetlights, neglected parks, slow service requests, and deferred maintenance.

Publish department scorecards, strengthen financial controls, improve customer service, and report progress honestly.
Oakland is not just where I live. It is where I have worked, coached, served, raised my family, and committed my life to making a difference.
I have worked with students, mentored young people, supported families, led community initiatives, and built organizations rooted in service. Those experiences have shown me both the extraordinary strength of Oakland and the serious challenges we must confront together.
I do not believe leadership is about holding a title. Leadership is about showing up, listening, making difficult decisions, accepting responsibility, and following through. Oakland deserves leaders who are visible, honest with taxpayers, and measured by results rather than promises.
Families want to feel safe. Small businesses need a city where they can survive and grow. Young people need opportunity, mentorship, and hope. Residents deserve clean streets, dependable services, and confidence that public money is being used wisely.
Oakland does not have a shortage of talent, culture, ideas, or determination. What we need is leadership that can bring people together, establish clear priorities, build effective systems, and hold government accountable for delivering.
I believe Oakland can become one of the safest, cleanest, most innovative, and opportunity-rich cities in America—a city where families choose to stay, businesses choose to invest, young people choose to build their future, and government earns trust through action.
